Nuevo León’s 2027 Fiscal Package: State Engages with Hotel Sector
Nuevo León’s hotel sector has been briefed on the key components of the proposed 2027 Fiscal Package, a plan totaling 177.939 billion pesos that will define the state government’s spending priorities for the upcoming year. This presentation is part of a series of meetings with productive sectors to gather feedback before the document is submitted to the local Congress.
Ulises Carlín de la Fuente, head of the State Finance and Treasury Secretariat, outlined the proposal’s scope to representatives of the Mexican Association of Hotels of Nuevo León, accompanied by Maricarmen Martínez, the state Secretary of Tourism, and Marcela Cantú, director of Fidetur.
During the meeting, the official emphasized the administration’s openness to considering proposals that contribute to
The draft budget prioritizes security, mobility, health, and education. It also includes the necessary resources for organizing the 2027 electoral process.
What Does the Budget Mean for Nuevo León’s Hotel Sector?
For lodging businesses, the fiscal package’s significance is tied to the operational environment: mobility, security, infrastructure, and public services can all impact visitor experiences and the destination’s competitiveness.
However, the meeting did not result in the announcement of specific subsidy programs, incentives, or additional resources for hotels. The stated objective was to present the budget proposal and maintain an open dialogue with the sector.
The Finance Secretariat also provided an overview of the national and international macroeconomic landscape, along with information on the federal fiscal proposal being debated in the Chamber of Deputies. These factors are considered variables in estimating available revenue and planning state expenditures.
Security, Mobility, and Public Services Among Priorities
The 177.939 billion peso proposal aims to allocate resources across the state government’s core responsibilities. For businesses, the final allocation will be relevant as it will determine the scope of public investment in areas that influence economic activity.
In the general presentation of the package, the Treasury also reported that transfers to municipalities could increase by 7.2%, and the proposal does not include new taxes or increases to existing ones. These details were shared in broader meetings with legislators and business organizations, and thus form part of the project’s general context rather than exclusive commitments to the hotel sector.
The proposal also includes a debt request of up to 9.690 billion pesos for the state government, primarily linked to the continuation of projects such as Metro Lines 4 and 6. Separately, financing of 2.707 billion pesos is contemplated for Agua y Drenaje de Monterrey. Both amounts are distinct from the total budget and remain subject to their respective approval processes.
Dialogue to Continue Before Submission to Nuevo León Congress
The Treasury plans to submit the 2027 Fiscal Package proposal to the Nuevo León Congress on November 20, 2026. Until then, the department will continue to hold meetings with representatives from various productive sectors to gather their observations and assess the financial viability of proposed initiatives.
For the hotel industry, the next point of interest will be to see whether the budgetary priorities translate into concrete actions that strengthen the state’s infrastructure, mobility, and security conditions.
For now, this meeting represents a consultation phase: the proposal must still be presented and debated in the local Congress, where its approval and any adjustments to the budget for the next fiscal year will be determined.
