The USMCA defines North America’s trade framework. According to official data, 86% of
are destined for the United States and Canada. This places the state in a key position during the agreement’s review. The sectors evaluated were:
- Agribusiness
- Electronics and High Technology
- Furniture, Wood, and Rubber
- Fashion, Textile, Footwear, and Jewelry These sectors comprise supply chains with strong reliance on regional trade.
Sectoral Diagnoses and Proposals
The technical exercise gathered over 230 proposals, developed by specialists from six universities. Among the most relevant points are:
- Agribusiness: move towards mutual recognition of certifications among SENASICA, USDA, and CFIA.
- Electronics: rejection of increased rules of origin requirements.
- Furniture Sector: proposal for a USMCA Responsible Production Seal.
- Fashion: maintain Chapter 6 regarding textiles and apparel unchanged. These proposals aim to balance competitiveness and regulatory certainty.
How Academia and Industry Participate in Jalisco’s Stance?
According to the technical document, over 60 specialists from institutions such as UdeG,
, ITESM, UP, UAG, and CINVESTAV-IPN. “It was a collegial effort in the Jalisco Style,” stated Cindy Blanco Ochoa, Secretary of Economic Development. The document also incorporated the perspective of SMEs and students through citizen forums.
Regulatory and Customs Challenges Ahead of the USMCA Review
The cross-sectional analysis identified priority areas for maintaining commercial stability:
- Modernize customs operations through single windows.
- Establish minimum periods for public consultation.
- Promote the interoperability of regulatory systems. This approach addresses the need to reduce logistics costs and facilitate trilateral trade.
Jalisco’s Position in Federal Negotiations
The document outlining the technical position has already been sent to the Secretariat of Economy. Although the negotiation will be defined at the federal level, Jalisco seeks to ensure its export weight is represented at the USMCA table and that its strategic sectors maintain competitive conditions. With this technical and multi-sectoral strategy, the state projects its positioning ahead of an agreement that will define the direction of trade in North America for the coming years.
