Federal Budget Analysis for Aguascalientes in 2026

Aguascalientes receives 32.421B pesos in 2026 federal budget with 1.5% real increase, below 3.0% national average. Highlights 61.4% growth in FAIS and 86.9% dependency on federal transfers.

The proposed federal budget project for Aguascalientes in 2026 allocates 32.421 billion pesos in federalized spending, representing a 1.5% real increase compared to the amount approved in 2025. Although this figure indicates a slight improvement, the state’s growth remains below the national average, estimated at 3.0% in real terms.

According to the analysis of the document “Aguascalientes – Federalized Spending PPEF 2026”, issued by the Senate of the Republic, Federal Participations will comprise 16.1376 billion pesos, showing a 3.4% real increase. Federal Contributions will total 14.6834 billion pesos, experiencing a slight decrease of 0.2%, while Federal Agreements and subsidies will reach 1.6 billion pesos, equivalent to a 1.2% real decline.

Among the most dynamic funds, the Fund for Contributions for Social Infrastructure (FAIS) stands out with a 61.4% increase compared to the previous fiscal year, driven by both state and municipal components. In contrast, the Fund for Contributions for Public Security (FASP) and the Fund for Multiple Contributions–Educational Infrastructure (FAM-IE) do not have an identifiable amount in the project, as their distribution is determined later in accordance with the Fiscal Coordination Law.

Other relevant funds show moderate increases: the General Participation Fund is projected to grow 5.2% in real terms, FORTAMUN (earmarked for municipal strengthening) 5.3%, FAFEF 5.0%, and FASSA (focused on the health system) 0.7% in real terms.

With these variations, Aguascalientes ranks tenth nationally in real growth of federalized spending. In this regard, Chiapas holds the **first place nationally **with a 4.8% increase in its federalized spending for 2026; in contrast, Baja California Sur even registered a 6.9% cut compared to its 2025 allocation.

Regarding Aguascalientes’ share of total federalized spending in Mexico, it accounts for 1.2%; however, the entity only contributes 0.7% to the Federation. Meanwhile, the State of Mexico is the federative entity with the largest share of federalized spending at 10.7%; in contrast, Colima will only be allocated 0.6%.

The document also recalls that 86.9% of Aguascalientes’ total revenues in 2024 originated from federal transfers, which confirms the state’s high dependence on federal resources.

In summary, the 2026 federal budget projects moderate growth in federal transfers for Aguascalientes, with progress concentrated in social infrastructure and municipal strengthening.
