Guanajuato Prepares for New Energy Cycle with Public and Private Investments

The industrial and urban growth of the Bajío region demands a robust and reliable energy infrastructure. In this context, Guanajuato is emerging as one of the key states in the new cycle of public and private investments in
, aligned with the planning of the National Electric System and the energy transition promoted by the Mexican State. The strategy combines firm generation, clean energy, and the strengthening of the transmission grid, with direct impacts on competitiveness, employment, and investment attraction.
Electrical Planning and Strengthening of State Control
The director of the Federal Electricity Commission (CFE), Emilia Calleja Alor, explained that priority projects respond to the projected growth of national electricity demand. The central objective is for the State to guarantee 54% of electricity generation, regain leadership in the sector, and organize the energy transition. This planning moves away from an exclusively market-driven logic and prioritizes reliability, stability, and energy justice.
Combined Cycle Power Plant in Salamanca: Strategic Axis for Guanajuato
One of the most relevant projects for the state is the Combined Cycle Power Plant in Salamanca, Guanajuato. This plant is part of a package of five firm generation projects, which will contribute nearly 3,000 megawatts to the national system. The total investment for these projects amounts to 4,328 million dollars, equivalent to 80,939 million pesos.
Existing Infrastructure and Reduction of Operational Risks
CFE will construct new units within existing facilities, which will allow for:
- Leveraging land and infrastructure
- Reducing execution times
- Decreasing technical risks
- Optimizing investment costs This model accelerates the development of strategic projects such as the one in Salamanca.
Clean Energy and Photovoltaic Projects with National Impact
In parallel, the energy transition is advancing with large-scale renewable projects. Notable among these is the Puerto Peñasco photovoltaic complex, which will conclude as the largest in Latin America with a total capacity of 1,000 megawatts. Phases 3 and 4 add 580 additional megawatts and an investment of 710 million dollars.
Emissions Reduction and Environmental Benefits
This complex will enable:
- Avoiding over one million tons of CO₂ annually
- Supplying clean energy to a city the size of Guadalajara or Mérida
- Integrating battery storage systems System stability improves despite solar intermittency.
New Renewable Projects with Impact in Guanajuato
CFE, in coordination with Fonadin, is evaluating three clean energy projects, one of which is located in Guanajuato. Collectively, these projects will provide an additional 443 megawatts through photovoltaic and wind technologies. These investments align with technical criteria, financial viability, and binding planning.
Reinforcement of the Transmission Grid for Industrial Growth
The energy plan includes 66 priority transmission projects for 2025 and 2026. These works will eliminate bottlenecks, reinforce the existing grid, and support industrial expansion. An additional 44 projects are planned for 2026, with tenders scheduled quarterly.
Private Investment: More Renewable Energy for the System
The Ministry of Energy launched a national call for private generation, drawing high business participation. Ninety-eight projects were received, of which 20 were selected, meeting technical and planning criteria. These projects will contribute 3,320 megawatts of generation and 1,488 megawatts of storage.
Guanajuato Among States Benefiting from Private Investment
The selected private investments are located in 11 states, including Guanajuato. The total investment amounts to 4,752 million dollars, equivalent to almost 90 billion pesos. Seventy-eight percent of these projects will become operational by 2028, strengthening the regional energy supply.
A New Energy Model with Certainty for Investors
The new framework defines where and how to generate energy, ensuring agile permits and technical viability. This model provides certainty to the private sector and ensures that generation responds to real needs. Energy planning is now binding, orderly, and coordinated.
Guanajuato and the Country’s New Energy Map
With the Salamanca Power Plant, solar projects, and private participation, Guanajuato is solidifying its position as a strategic hub in the new national energy system.
