What Was the SAT's Revenue Collection in 2025?
Mexico's SAT collected 6.045 trillion pesos in 2025, surpassing goals with a 4.8% real increase. Customs contributed 27% of revenues. President Sheinbaum announced a 2026 crackdown on tax evasion.
The Tax Administration Service (SAT) surpassed its revenue collection expectations for the close of fiscal year 2025. During this Monday’s morning press conference,
, head of the agency, reported that total revenue amounted to 6.045 trillion pesos, representing a real increase of 4.8% compared to the previous year and a surplus collection of 93.803 billion pesos above the budgeted amount. Martínez Dagnino highlighted that this growth of almost half a trillion pesos relative to 2024 maintains the trend of strengthening tax revenues observed since 2019. “Growth has consistently ranged between 350 and 450, and this year it’s nearly 500 billion pesos more. We closed in real terms with 4.8 percent,” the official explained to President Claudia Sheinbaum Pardo.
Customs: Driver of 27% of Tax Revenues
One of the fundamental pillars in the annual report was the performance of foreign trade. Specifically, the country’s customs offices registered an additional collection of 246 billion pesos compared to 2024, achieving a real growth of 16%. These revenues, primarily composed of import VAT and general import (IGE) and export taxes, now represent 27% of the Federal Government’s net tax revenues. “Customs collected 246 billion more, which is 16 percent in real terms. These are the figures for 2025,” highlighted the head of the SAT.
Sheinbaum Pledges Offensive Against Corruption and Phantom Invoicing Companies
Despite the positive results, President Claudia Sheinbaum announced that for fiscal year 2026, the strategy will focus on closing persistent tax evasion gaps. The president indicated that the tax authority will direct its efforts towards companies that simulate operations through the buying and selling of invoices to evade VAT, ISR (Income Tax), and IEPS (Special Tax on Production and Services) payments. “Where will the SAT direct its efforts? Towards phantom invoicing companies. There are still people who buy invoices or dedicate themselves to creating invoices through companies that produce nothing in reality, but produce invoices. Not paying taxes is a form of corruption,” asserted the head of the Executive Branch. The tax auditing strategy for this year will also include specific audits of taxpayers who present unjustified recurrent fiscal losses, simulate illegal deductions, or obtain undeclared income. Sheinbaum Pardo emphasized that these surplus resources have enabled the funding of welfare programs, public infrastructure, healthcare, and education, thus fiscal discipline will remain a cornerstone of the financial administration.
