How Guanajuato Modernized its Tourism Observatory

Guanajuato's Tourism Observatory (OTEG) undergoes strategic modernization, enhancing data intelligence, sustainability, and collaboration for tourism development.

The Government of Guanajuato initiated an institutional modernization phase by approving strategic changes in the Tourism Observatory (OTEG) during the Ordinary Session of the Technical Group, led by the Secretariat of Tourism and Identity. The meeting was chaired by Secretary María Guadalupe Robles León and included participation from representatives of the public, private, and academic sectors, including new higher education institutions integrating into the body. Strategic Restructuring with a Multidisciplinary Vision in Guanajuato

“Today, we achieved significant progress that strengthens the Tourism Observatory as a key tool for the People’s Government. Information, when used responsibly, translates into well-being for our communities,” stated Robles León.

During the session, OTEG’s new mission, vision, and strategic pillars were approved, positioning it as a tourism intelligence body focused on sustainability, innovation, and community well-being. The redesign reinforces the Observatory’s aspiration to consolidate its position as a benchmark in Mexico and Latin America for generating and managing strategic tourism information for public, private, and academic stakeholders.

The five strategic pillars approved include:

  • Tourism intelligence for decision-making.
  • Tourism collaboration and governance.
  • Sustainable, responsible, and inclusive tourism.
  • Innovation and digital transformation.
  • Alignment with international measurement standards.

Creation of the University Commission for the Guanajuato State Tourism Observatory

The modernization includes the formal integration of universities through OTEG’s University Commission, which will allow direct participation of students in analysis, applied research, and knowledge generation. “We recognize the strength of the academic sector, especially that of young people. Their critical and fresh perspective will be key to continuing to build more sustainable and human-centered tourism,” stated Robles León.

BIO Bank Initiatives and Projects Focused on Tourism Development in Guanajuato

During the session, progress was presented on the BIO program (OTEG Initiative Bank), which received 11 proposals from students, researchers, citizens, and Observatory members. The projects focus on tourist routes, enotourism, nature tourism, and experience development.

Each initiative will be evaluated based on viability, innovation, strategic alignment, and sustainability, before being channeled to the corresponding areas within SECTURI.

Greater Technological Autonomy and Evolution of the Observatory Portal

Another relevant point of the session was the presentation of the new management model for the OTEG portal, which will now be directly administered by

  • Technological and operational autonomy.
  • Savings in maintenance and updates.
  • More agile, accessible, and user-experience-centric navigation.
  • Integration of new tools, including artificial intelligence solutions.

Results of the 2024 Local Satisfaction Study

In terms of research, the results of the 2024 Local Satisfaction Study were released. This study, conducted for the third consecutive year, measures the perception of resident populations regarding tourism in key municipalities such as León, Guanajuato capital, San Miguel de Allende, Celaya, Dolores Hidalgo, Salvatierra, Yuriria, Jalpa de Cánovas, and Mineral de Pozos.

The study reports positive satisfaction levels across economic, social, cultural, and environmental axes, indicating that tourism activity, when managed responsibly, generates tangible benefits for host communities.

Academic Alliances and International Momentum for Guanajuato

The session also included updates on:

  • The fifth edition of the Tourism Observatory’s digital magazine, focusing on community well-being and featuring participation from the Yucatán Tourism Observatory.
  • Publications by Guanajuato universities and OTEG in the UN Tourism international bulletin, through the affiliate members program.
  • The strengthening of the National and International Meeting of Tourism Observatories (ENIOT) as a forum for showcasing student and academic research.

“We will continue to strengthen OTEG as a dynamic, useful, and accessible tool, ensuring that tourism in Guanajuato becomes increasingly competitive, sustainable, and inclusive,” concluded Robles León.
