What was the Scope of Human Capital Development?
Data from the State Institute for the Education of Youth and Adults (INEEJAD) indicates that 24,684 individuals completed their studies. This represents a 103.03% achievement against the Global Annual Goal. The original federal projection estimated serving 23,890 citizens.
However, local operational efficiency allowed for the certification of a greater number of students at literacy, primary, and secondary levels. Miguel Ángel Ibarra Flores, the General Director of the organization, explained the origin of these indicators. «The results stem from the implementation of operational strategies, institutional alliances, and territorial actions, which strengthened coverage», the executive noted.

Collaboration with the private sector proved crucial in elevating educational indicators. 26 collaboration agreements were established with municipalities and institutions. These synergies strengthened the institutional network. They brought educational services to 19,192 beneficiaries across all 125 municipalities. Additionally, Jalisco solidified its position as the national leader in Community Plazas, with 154 active spaces.

(ENIGH) reveal a clear wage gap based on educational background.
Individuals with the highest level of education earn 5.8 times more than those who only completed primary school. Below is a breakdown of the average quarterly income by educational level:

Efficiency and Literacy Indicators
During the 2025 cycle, the entity issued over 25,649 basic education certificates. The process included the administration of 38,746 diagnostic exams. Additionally, 73,779 final evaluations were conducted to validate the knowledge acquired by adults.
Regarding the international landscape, the state maintains an illiteracy rate of 2.5%. This percentage remains below the national average of 3.8%, adhering to UNESCO standards. These efforts confirm that continuous adult education is an indispensable driver for social mobility in 2025.
