The IMCO seeks, through this index, to highlight the strengths and areas for improvement of the 32 federal entities. In the ICE 2024, 14 states improved their position, 10 regressed, and eight remained the same.

In the 2024 edition, Mexico City, Baja California Sur, and Chihuahua are in the top three positions, while Oaxaca, Guerrero, and Chiapas remain the entities with the lowest competitiveness.

Aguascalientes slightly improved its competitiveness to rank 6th. In the regional neighborhood, we have Querétaro in 5th, Jalisco in 10th, San Luis Potosí in 18th; Guanajuato in 22nd (down two places), and Zacatecas in 27th (remains the same).

The ICE is a tool to identify the strengths and weaknesses of the entities. And it allows evaluating how attractive they are for talent and investment based on the living and employment conditions within them.

Innovation and Economy of the State Competitiveness Index

The Innovation and Economy sub-index evaluates the main characteristics of the dynamics and sectors present in the entities. It also considers the ability to compete successfully in the economy, especially in high value-added sectors that are intensive in knowledge and cutting-edge technology. It evaluates the ability to generate and apply new knowledge, the research context, and the generation of patents.

Aguascalientes is eleventh and the best practices occur in Chihuahua. In the region, Guanajuato stands out in first place in patents.

Infrastructure in the State Competitiveness Index

The Infrastructure sub-index measures the financial, telecommunications, and transportation sectors. These sectors are necessary to drive economic growth, investment, and job creation by influencing other sectors of the economy.

This sub-index considers indicators related to access to information technologies and communication, as well as the use of financial services. Aguascalientes is eleventh and the best practices occur in CDMX.

Labor Market2316

The Labor Market sub-index measures the efficiency of the main factor of production: human capital. Specifically, characteristics that are essential for the proper performance of workers and employers are considered, which are determinants for establishing conditions of growth and development in each of the federal entities.

Those entities in which workers are more and better trained and the salaries are more competitive are more attractive for talent and investment. Aguascalientes is thirteenth and the best practices occur in CDMX, Nuevo León, Coahuila and Baja California Sur.

Society and Environment

The Society and Environment sub-index measures the quality of life of the inhabitants through three areas: education, health, and environment. These give an indication of the opportunities that exist to train, attract, and leverage human capital.

An entity that offers better opportunities for progress and upward social mobility for its population is more attractive for talent and investments. Aguascalientes is ninth and the best practices occur in CDMX. In the region, Zacatecas stands out in first place in infant mortality of less than a digit.

Law

The purpose of the Law sub-index is to measure public safety in the entities. Security is closely linked to the quality of life of citizens, as it prevents and eliminates those threats to freedoms, order, and public peace, safeguarding the physical integrity and rights of people.

A functional rule of law generates favorable conditions for attracting and retaining talent. Aguascalientes is fourth and the best practices occur in Coahuila. In the region, Querétaro stands out.

Political System and Governments

The Political System and Governments sub-index evaluates both the potential for stability and functionality of local political systems as well as the capacity of local governments to positively influence the competitiveness of their entities.

A functional political system can stimulate investment by creating an environment of healthy competition and contractual compliance. It also favors the implementation of public policies that promote local economic development. Aguascalientes is in 17th place and the best practices occur in Yucatán. In the region, Querétaro stands out with less perception of corruption.

In Aguascalientes’ scorecard, the following are highlighted in red: long working hours; economic diversification; low citizen participation and the growth of the economy. With a very low level of competitiveness, we have attention to the growth of the incidence of crime. On the other hand, four sub-indicators stand out in green, which allow it to hold the 6th national place.
