In the context of the 2026 World Cup, security in Nuevo León, the National Highway, and a historic investment are shaping the state’s public and economic agenda. The State Government activated the Total Presence Strategy to reinforce highway security. Furthermore, it announced a permanent deployment of state police on the main roads connecting the entity. This measure aims to protect productive activity, tourism, and mobility in anticipation of international events.
What Does the Total Presence Strategy Entail?
Governor Samuel García reported that the state will transition from Operation Wall to Operation Total Presence over the next four months. The strategy includes daily patrolling, not just on weekends. It also eliminates intermittent operations tied to specific events.
The governor also highlighted an 80% reduction in homicides as a result of the strategy implemented in recent years. Now, the focus prioritizes constant prevention and maximum operational visibility.
The activation began in the southern zone of Monterrey, specifically on the National Highway. This thoroughfare handles the state’s highest vehicular traffic flow. Additionally, it connects residential areas, commercial corridors, and strategic tourist centers.
In turn, the deployment includes Black Mamba patrol vehicles, Blazer units, helicopters, and an intensive presence of Fuerza Civil. The objective is to maintain permanent surveillance until the conclusion of the 2026 World Cup.

Subsequently, the strategy will extend to the highways leading to Saltillo, Reynosa, Laredo, Monclova, and Gloria-Colombia. These routes are critical for foreign trade, cargo transport, and industrial mobility.
