How Many Bienestar Housing Units Are Projected for Aguascalientes?
CMIC Aguascalientes details projections for 360,000 Bienestar housing units, the impact of water rights, and sector growth in the region.
The
reported that the federal Bienestar Housing program projects approximately 360,000 housing units in the Aguascalientes region. “There are 360,000 housing units under the Bienestar program, promoted in collaboration with Infonavit and the state government, which represents a very significant volume for housing development,” stated Arentsen Dávila, president of CMIC Aguascalientes. This projection integrates into federal and state social housing schemes, with the participation of Infonavit and local agencies.
During the press conference this December, the CMIC presidency explained that the program is facing recent adjustments in its territorial implementation. Specifically, the federal government carried out a reclassification of beneficiaries by municipality, which altered the program’s initial distribution within the state. This adjustment redefined the locations where new housing projects can be developed.
Water Feasibility and Urban Development
Arentsen Dávila, president of CMIC Aguascalientes, highlighted that the availability of water rights represents a crucial factor for housing development. In this regard, he explained that the new federal water regulation directly impacts authorization processes. “The initiation of housing development requires water feasibility, and now the acquisition of water rights will be more complex, as it must be processed directly through Conagua,” stated Arentsen Dávila. This condition introduces new administrative timelines for developers and construction companies. Therefore, future projects must integrate certified water availability from their planning stages.
Business Participation and Sectoral Expectations
From CMIC, it was emphasized that the housing sector drove the rebound in the second half of 2025 in local construction. The organization explained that a significant portion of recent growth stemmed from private investment in vertical and horizontal developments. “The rebound in the second half was driven by housing and the private sector; this allowed for stability and employment growth, with affiliated companies participating directly as suppliers,” noted the CMIC president.
Finally, the chamber expressed its intention to maintain dialogue with federal and state authorities to expand the program’s territorial scope.
