Isabel Leticia Vargas Tinajero, a key figure in San Luis Potosí's economic system, leads significant public works and urban development initiatives, driving regional connectivity and growth.

Discussing strategic infrastructure in San Luis Potosí today entails reviewing technical decisions, consistent execution, and a long-term vision. In this context, Isabel Leticia Vargas Tinajero has established herself as a key official linked to state urban development. A Civil Engineer, a graduate of the Autonomous University of San Luis Potosí, Vargas Tinajero possesses over ten years of experience in the public sector. Since September 2021, she has led the Ministry of Urban Development, Housing, and Public Works (Seduvop). Her administration coincides with a period of significant public investment, territorial planning, and the revitalization of areas that had been neglected for years.

Public Works as an Economic and Connectivity Driver

From Seduvop, the official has coordinated high-impact projects. These include the transformation of the Governors’ House into a shelter, the Bridge from Carretera a Rioverde to Avenida Cactus, and the revitalization of Las Camelias Park.

Additionally, during 2025, works were executed on strategic roadways such as Avenida Industrias, Avenida CFE, and the

South, a complex project that required resolving permits, rights of way, and technical clearances.

Public works, however, were not concentrated solely in the capital. The state government intervened in all 59 municipalities, implementing roads, bike paths, and paving projects, thereby strengthening regional connectivity and local competitiveness.

Quality Control and Technical Accountability

One of the less visible, yet highly relevant, focuses has been construction quality control. Vargas Tinajero explains that each project adheres to supervision protocols throughout its execution.

This allows for the detection of flaws, the assignment of responsibilities, and the demand for repairs through bonds for hidden defects, a key element to ensure durability and efficient use of public resources.

Southern Alternate Route and Metropolitan Planning

The Southern Alternate Route was executed in two stages. The first stage, managed by the federal government, covered 4.5 kilometers. The state complemented this with lighting, signage, and sanitation.

Subsequently, the state government connected the route with Avenida Salk, Eje 122, lateral ramps, and the Avenida Kansas bridge, integrating a comprehensive road solution.

In parallel, the Metropolitan Program is progressing, focused on organizing urban growth. After concluding public consultations with vulnerable groups, the document will undergo review by city councils and subsequent official publication.

Housing, Public Spaces, and Added Value

The program “Tu casa, tu apoyo” (Your Home, Your Support) facilitated the delivery of residential lots in Ciudad Satélite, La Pila, Ciudad Valles, and Tamazunchale, strengthening access to housing with basic services.

Additionally, attention was given to “Pueblos Mágicos” (Magical Towns) such as Xilitla, Real de Catorce, and Tierra Nueva, as well as urban projects in Ciudad Valles, Tangamanga parks, the Arena Potosí, roadways, and conurban municipalities.
