Tony Chang: Players in the 2025 Economic System

Tony Chang, founder of UTAS-NOVA, concludes 2025 by solidifying a significant advanced manufacturing investment in Aguascalientes, Mexico. This venture, valued at over 930 million pesos, aims to transform the North American automotive supply chain with smart vision technology.

From the “Golden Triangle” of

, to the logistical heart of Mexico, Tony Chang, founder and CEO of UTAS-NOVA, closes out 2025 by consolidating one of the most prominent advanced manufacturing ventures of the year in the Bajío region. With a capital injection exceeding 930 million pesos, the Asian entrepreneur not only cut the ribbon on a new facility but also ignited a new engine for the high-end automotive supply chain in Aguascalientes. His strategic vision selected VESTA Industrial Park as the headquarters for his North American expansion. On a 6.5-hectare plot, Chang established an operation that promises to transform the local auto parts market with “smart vision” technology.

6 Million Lights: The Scale of Ambition

The arrival of UTAS-NOVA is not a minor investment. Tony Chang detailed that the new plant’s installed capacity will allow for the annual manufacture of 6 million exterior lights, including fog lamps and brake lights, in addition to 500,000 headlights and 500,000 taillights. This production volume addresses a demanding global demand, serving industry giants such as GM, SAIC, FIAT, and Hyundai. Chang brings with him the backing of a firm founded in 1994, which operates under strict lean production models (TPS) and digital management systems, thereby elevating the technical standard of the local workforce in Aguascalientes.

Tony Chang’s arrival occurs within a context of strategic nearshoring. During the project launch, Governor Tere Jiménez highlighted that this investment adds to the 60 Foreign Direct Investment (FDI) projects consolidated under her administration (exceeding 2.6 billion USD). For the CEO of UTAS-NOVA, the decision was clear. “I thank the State Government for paving the way; I hope this fertile land yields abundant fruit and that the friendship between Mexico and China strengthens.” His commitment validates what was stated by Esaú Garza de Vega, head of SEDECYT: Aguascalientes offers the secure environment and legal certainty necessary for global operations. By the close of 2025, Tony Chang stands as a key player in the state economic system for two reasons: the generation of 250 specialized jobs and the transfer of cutting-edge lighting technology. With this plant, Chang ensures that the vehicles of the future, assembled in North America, will carry lights made in Aguascalientes.
